This layer should be the second to the top. You want the layer right under the pants so that the shoe top can go under the pant leg. On your tool options, scroll way down to find and choose the shape called 'prc_shoe', create as a vector=checked, line width=2. Draw a shoe at the end of the boy's pants, a little under the pants.
