21. Add a new raster layer named 'tape'. Zoom in enough to really see what you are doing (if you have a mouse with a middle wheel button, just roll the wheel up and down to zoom in and out ). Use your paintbrush to draw a tape dispenser. Practice different sizes and shapes of brushes to get the look you want. I started with a large rectangle to draw the base, added a big round circle.



22. Select the tape dispenser and add an inner bevel with these settings:



23. Make your forground color black, and add a dot in the middle of the tape dispenser.



24. Apply an inner bevel to the dot.



25. Merge visible layers when you are happy with your tape.



26. Select your line tool with these settings:



27. Draw a dark grey line for the tape. Merge visible layers if you need to, (with all layers visible).

Export as a tube. If you save this image as a .jpg, or if you merge all layers, you will lose the transparency at the end of the wrapping paper.
